Crypto's Travel Rule, Explained with Emeka Mgbenu, Sumsub
Listen on
Travel Rule is crypto’s missing SWIFT layer: #
Emeka Mgbenu, Senior Product Manager at Sumsub, begins by explaining the gap Travel Rule aims to fill. Bank wires have always carried counterparty data like names and correspondent banks, while crypto never did until regulators intervened. Mgbenu frames Travel Rule as “that connective tissue that de-anonymises transactions in crypto and applies the usual AML checks we have in fiat today.”
What data actually needs to travel and why it varies by jurisdiction: #
At a minimum, a name is required. Beyond that, the data needed depends on the jurisdiction, the amount of the transfer, and whether it’s local or international. This can involve additional information like a date of birth, ID numbers, or a company’s registration details. There’s no single global standard; each jurisdiction interprets FATF’s guidance differently, so VASPs operating across borders must reconcile multiple rulebooks.
Self-hosted wallets are the industry’s open question: #
Unlike VASPs, self-hosted wallets lack a legal entity that’s completed KYC. Mgbenu notes that anyone can create wallets, so the recommended fallback is ownership verification. This involves a digital signature, a Satoshi test or self-declaration, each adding friction that VASPs must design around rather than bolt on later.
A mismatched name isn’t always a blocked transaction: #
Mgbenu argues for a risk-based approach over automatic freezing when counterparty data doesn’t match exactly. He explains that it’s not a case of David versus Dave but completely different names in cases that warrant a hard stop. The real decision involves combining name checks with jurisdiction risk, on-chain wallet screening, transaction size and pattern history, not any single data point in isolation.
Why listen: #
For anyone building or operating a VASP, this episode provides a concrete, risk-based playbook for Travel Rule compliance. It outlines what data to collect, how to handle self-hosted wallets, and how the compliance workload shifts from human-heavy at launch to largely automated once the rules are properly codified.
