UOB and AWS Sign Hybrid Cloud MoU for ASEAN Banking, Described as a Regional First #

United Overseas Bank (UOB) and Amazon Web Services (AWS) have signed a memorandum of understanding to develop a dedicated cloud environment in Singapore, which both parties describe as the first hybrid infrastructure model of its kind for banking across ASEAN.

Announced on October 9, the agreement covers how cloud and artificial intelligence capabilities might help UOB improve operational resilience, satisfy data residency requirements, and serve customers across its five ASEAN markets: Singapore, Malaysia, Thailand, Indonesia, and Vietnam.

The proposed infrastructure model would allow UOB’s systems and data to run across both on-premises and cloud environments. An isolated cloud extension could be deployed in specific countries to address varying regulatory requirements, while keeping the bank’s data within a centralised Singapore-based environment.

The companies describe this as the first collaboration between AWS and a bank in ASEAN to combine hybrid cloud capabilities with security, governance, and data residency controls suited to a heavily regulated industry.

Initial work under the MoU covers hybrid cloud architecture design, data and analytics, and AI-powered customer engagement. The two parties also plan to explore generative AI applications built on Amazon Bedrock and run training programmes to build UOB staff skills in cloud and AI tools.

Under the proposed arrangement, UOB will contribute its regional banking expertise and governance framework while AWS provides cloud infrastructure, data services, and AI capabilities.

The companies also said they will examine how AI tools might support conversational banking services and more personalised customer offerings across UOB’s ASEAN operations.

No financial terms were disclosed. As an MoU, the agreement outlines areas of joint exploration rather than binding commitments, with the scope of any resulting deployment to be determined later.
