Circle Lines Up BlackRock, DTCC, Visa and Eight Other Institutions as Arc Blockchain Validators for September Mainnet #

Circle Internet Group has named eleven financial institutions as founding validators for its Arc blockchain network, with the public mainnet launch set for September 16.

The validators are BlackRock, the Depository Trust & Clearing Corporation (DTCC), Galaxy, Global Payments, Intercontinental Exchange (ICE), Mastercard, MoneyGram, SBI Group, Standard Chartered, Sumitomo Corporation, and Visa. The group covers payments networks, custodians, exchanges, and asset managers. Circle said the composition was intentional: institutions that depend on network integrity also secure it, rather than leaving validation to anonymous miners or delegated token holders.

Arc is currently live on a private mainnet with more than 100 ecosystem and institutional builders. Circle plans to unveil a full product suite at the September 16 public launch, including configurable privacy tools, an agent stack for programmable finance, and native support for tokenized real-world assets. Gas fees are denominated in USDC rather than a volatile token, which Circle says is better suited to institutional treasury and settlement workflows.

Some validators have committed to deeper integrations. BlackRock plans to deploy its BUIDL tokenized money-market fund on Arc, allowing institutional investors to subscribe, redeem, and deploy fund assets within a single on-chain environment. The DTCC confirmed that Arc will be added to its Tokenization Service, a regulated infrastructure for settling tokenized securities, with a target of the second half of 2027. Arc would join the DTCC’s own Ethereum-compatible AppChain, the Canton Network, and Stellar on that service. The DTCC’s existing SEC no-action letter requires pre-approved blockchains; Arc’s permissioned validator set of regulated firms appears designed in part with that approval pathway in mind.

Binance Wallet, Chainlink, Fireblocks, Kraken, Ledger, MetaMask, Uniswap Labs, and Upbit have confirmed support for USDC on Arc and cross-chain asset movement.

“Arc is built on a simple premise: that the global financial system deserves a blockchain network it can trust,” said Jeremy Allaire, Circle’s co-founder and chief executive, in the company’s announcement.

Several founding validators previously backed the project financially. BlackRock, ICE, SBI Group, and Standard Chartered’s SC Ventures participated in a $222 million token pre-sale in May that valued Arc at $3 billion. Those same firms now hold validator roles ahead of the September 16 launch.
